PROBLEM TO BE SOLVED: To prevent mixing-in of agitated air (oxygen) to enable continuous production by providing an introduction hole for processed material at the bottom and a discharge hole at the top, and disposing a rotating support shaft of an agitating blade with a gradient. SOLUTION: In an agigating and mixing device, a discharge hole 2 for processed material is bored in such a position that when a semi-spherical cover 7 is closed, it is located in the vertical top part, and an introduction hole 3 is bored to be located just under the discharge hole 2. Accordingly, air in an agitating and mixing chamber 6 is pushed up by the processed material fed in through the introduction hole 3 and discharged from the discharge hole 2, so that the interior of the agitating and mixing chamber 6 is completely put in the airless state. Thus, mixing-in of air in the processed material during agitating and mixing is prevented, and as the processed material is not easily passed through the inside of the agitating and mixing chamber but agitated in the stay state, the processed material can be fed to the next process in the well agitated and mixed state.
