PROBLEM TO BE SOLVED: To prevent air and a washing liquid from being mixed into each other and abruptly blowing off when the jetting of the washing liquid is resumed after stopping for a long time. SOLUTION: Coolant dampers 14 are fitted inside in both left and right side positions of jetting piping 3. The coolant dampers 14 are constituted by connecting punch metals 15, in which plural small through-holes are formed, with connecting shafts 16. The bores of the small through-holes are selected so as to be hardly resistant to air but be accompanied with a higher passing resistance than to air to the washing liquid when the air and the washing liquid are made to pass through the holes. When the jetting of the washing liquid from jetting nozzles 12 is resumed after stopping for a long time, the air is made to pass through the small through-holes ahead of the washing liquid and is jetted to the outdoor air. Thus, the mixing of the air with the washing liquid is prevented, thereby suppressing an abrupt blow-off.
