PROBLEM TO BE SOLVED: To enable recovering solvent component contained in waste paint or the like with high efficiency and in high yield by adding liquid high boiling point by-product oil incidentally produced in the petrochemical and organic chemical manufacturing industry to the waste paint. SOLUTION: Waste paint and by-product oil are drawn out from their respective tanks 1 by a gear pump 2 and are transferred to a waste paint tank 3 with an agitator. Here, the waste paint and by-product oil are agitated and homogenized. The obtained mixture is transferred by the prescribed quantity to an evaporator 5 by a quantitative feeding pump 4, and after the transfer, a vacuum pump 9 is actuated to reduce pressure in the system. Next, steam adjusted to 1-15 kg/cm2 by a heater 6 is used to heat the mixture and evaporate solvent components, and the vapor is sent to a condenser 8 through which cold water is passed to cool it and turn it into liquid. The distillate is recovered in a reflux drum 10. On the other hand, after valves 13, 14 are opened to pass residual oil (combustion improving oil) after the solvent recovery through a cooler 15 and cool it, it is recovered in a corresponding tank 16.
