PROBLEM TO BE SOLVED: To provide a discharge treating device capable of generating sheet like discharge and improving the generation probability of discharge subject to current. SOLUTION: A flat electrode 1 and a rod like electrode 2 are provided side by side, the surface of the rod like electrode 2 is provided with a conductive part 2a for electric field concentration, which is composed of plural projections, in the opposite side to the flat electrode 1. High voltage pulse is impressed between both electrodes 1, 2 from a high voltage pulse generation device 3 with higher voltage to the flat electrode 1 than that to the rod like electrode 2.
