PROBLEM TO BE SOLVED: To provide a porous metal which is higher in porosity than a porous sintered metal, and has a large number of finer pores. SOLUTION: In a formed body, metal capable of being oxidized or reduced bonds a metallic sheet, metallic fibers, metallic powder or fibers or powder particles having a large number of finer pores in the oxidation or reduction. Fine pores are formed in the metal by oxidizing at least a surface of the metal, and then, reducing it. The form of the metal is either of a metallic sheet, metallic fibers, or metallic powder. In a manufacturing method, the metallic fibers or metallic powder is formed in a formed body having a void, and the formed body is oxidized, and then, reduced to form a large number of fine pores separately from the void in at least the surface part of the metallic fibers or metallic powder particles. The metal is oxidized by being heated in the atmosphere. The powder of an oxide of a reducible metal oxide is press-formed, and then, reduced.
