PROBLEM TO BE SOLVED: To provide a planning method for a conveyor belt reducing the necessary number of processes in an H-block test and enhanced in the reliability in the estimation of the durability of the conveyor belt, and a method for producing the conveyor belt using the planning method. SOLUTION: A planning method determines the endless structure of a conveyor belt containing steel cords as a reinforcing material. In this case, a test sample (H-block) is formed and the max. shearing stress (τmax) based on formula:τmax=SCR×Fmax/(π×d×L) (wherein SCR is a stress concn. ratio, d is a cord diameter and L is a rubber portion transmitting stress between cords) of the test sample is calculated from the number of times N and max. tension Fmax of the test sample. Further, the max. stress intensity factor (Kmax) of the test sample is calculated based on formula: Kmax=τmax×√(π×d) and the obtained value is set as the planning index of an endless portion as a tolerancable max. stress intensity factor.
