PROBLEM TO BE SOLVED: To restrict the generation of scraps at the time when a paper bag or a PVC bag filled with a content such as powder or granule is opened. SOLUTION: A cutting blade 7 is formed of a horizontal blade formed in a saw-blade shape by forming continuously crowns and valleys of desired number almost in the downward facing horizontal direction and inclined blades formed continuously downward fan wisely from both ends of the horizontal blade. In a bag opening process, a bag 3 is placed on a dropping plate 5, and a needle 6 is inserted from a lower face facing position of the bag 3 and drawn in the opposite direction to apply the tensile force to the bag 3, and the cutting blade 7 is lowered and the bag 3 is cut off and divided from the opposite side face upper section side of the bag 3 by the inclined blades, and the cut side of the divided bag 3 is turned by the dividing movement of the dropping plate 5, and the cut side is hung and held while vibration is applied to the needle 6 to discharge a content.
