PROBLEM TO BE SOLVED: To manufacture a water absorbing material having high quality and performance with high productivity by depositing fine powder of a water absorbing resin on a thin layer, supplying water to the fine powder layer and drying after pressing the water absorbed fine powder layer, to which water is supplied. SOLUTION: The fine powder 20 of the water absorbing resin housed in a hopper 24 is scattered by falling down on the flat supporting plate 10. The fine powder 20 is deposited on the whole surface of the supporting plate 10 with a fixed thickness to form the fine powder layer 22. Next, the water 30 is sprayed from a spray nozzle 32 disposed above the fine powder layer 22. The water absorbed fine powder layer 22 is expanded and integrated by joining the adjacent particles to each other. Further, the fine powder layer 22 is pressed by making a pressing plate 40 descend from the upper side of the fine powder layer 22. The gap present among the particles of the fine powder layer 22 is decreased and the particles are stuck to each other by the pressure and strongly joined. The action to remove excess water contained in the fine powder layer 22 is also exhibited. The fine powder layer 22 finished in the pressurizing treatment, that is, a water absorbing sheet 25 is dried at need.
