PROBLEM TO BE SOLVED: To accurately hold an ink film thickness of a form roller constant, by bringing a contact surface of the roller transferred with an ink from an ink transfer roller with a plate cylinder into pressure contact with a blade of a curved surface shape, before the contact of the roller with the cylinder in an offset printer or the like. SOLUTION: The ink film thickness regulator transfers an ink 5 taken out of an ink fountain 2 by an inking roller 1 to an ink transfer roller 6 and then transfers the ink to a form roller 7. In this case, a blade 9 is brought into contact with this side of a plate cylinder 8 of a rotating direction of the roller 7. The blade 9 is selectively formed of a metal corresponding to the roller 7 made of a rubber roller. The blade 9 has a profile in which two semi-circular arcuate surfaces 9a, 9b having different diameters are connected and a stepwise recess 9c is formed at one position, in such a manner that a center of the surface 9b of a small diameter is fixed to a fixed shaft 10 and the surface 9a of a large diameter is brought into contact with the roller 7.
