PROBLEM TO BE SOLVED: To prevent occurrence of twisting caused by rotation contact and to perform linear and clean cutting and slitting by providing a pair of rotational cutters with mutual different diameters. SOLUTION: A large-diameter cutter 10 is rotated about a shaft 11, while a cutter 13 has smaller diameter than the large-diameter cutter 10. The diameter of this small-diameter cutter 13 is about 1/2 of that of the large-diameter cutter 10, and the small-diameter cutter 13 has a central line in parallel with the shaft 11 and is rotated about a shaft 14 aligned with it vertically. Therefore, while the large-diameter cutter 10 rotates once, the small-diameter cutter 13 rotates twice in calculation. Therefore, an original point of the small-diameter cutter 13 rotates twice to the cutting place of a material 2, and so called twice cutting is performed. Thus, the objective material is cut a plurality of times, linear and clean cutting can be performed without generating any cockle.
