PROBLEM TO BE SOLVED: To ensure a good winding property and winding durability by a retractor by using a webbing coated with an oil solution corresponding to a spinning oil solution used in a raw yarn manufacturing process on the surface after a dyeing process for dyeing a raw webbing woven into a belt shape. SOLUTION: In a coloring process, heat energy is applied to a dyed belt-like raw webbing, and the fibers of raw yarns are impregnated with a dye. In an oil solution coating process after a dyeing process, an oil solution corresponding to a spinning oil solution such as pentaerythritol tetraester or pentaerythritol ester is applied to the surface of a webbing 11. A good sliding property and a stable sliding characteristic with webbing guides such as a through anchor 14 and a through tongue 16 can be secured over a long period, thus a good winding property and winding durability by a retractor 12 can be ensured.
