PROBLEM TO BE SOLVED: To cut and connect a strip paper with reliability by selectively nipping a material strip body by a nipping mechanism, mounting a strip body cutting mechanism on a frame, supporting the front end of a new material strip body on a new strip body holding assembly in such a manner as to be releasable, and mutually connecting the strip bodies through a tape. SOLUTION: This device comprises a nipping mechanism 36 mounted on a frame so as to selectively nip an advancing material strip body W to the upper surface 25 of a support plate 24 to stop the advance of the material strip body W. A strip cutting mechanism comprises a support plate for rotatably supporting a nipping wheel on one side. A tool 70 can be seated just under the support platen 62 of a new strip body holding assembly 60, and an engagement surface 79 can be situated so as to make contact with a vertical bracket. When the end of a new roll is present in a proper position on the tool 70, evacuation is started on the tool, and a single side adhesive tape T is stuck to the end of the new roll and extended forward from the end of the material strip body W.
