PROBLEM TO BE SOLVED: To prevent a metallic belt plate from being damaged by restraining a tensile force variation accompanied by a de-coiler velocity variation in a case that the metallic belt plate is rewound by the de-coiler from a coil supported by an un-coiler freely rotatably. SOLUTION: A control means 31 controls feed-forwardly a size of braking force being applied by an air pressure brake 21 to a coil C rotation using a fuzzy reasoning, based on an uncoiler velocity at which the uncoiler 11 sends out a metallic belt plate W from the coil C, a de-coiler velocity at which a de-coiler 12 pulls out the metallic belt plate W from the coil C and, a time variation rate of this decoiler velocity. Thereby, defect conditions such as generation of scratches caused by pinch rollers 25, 25 when the tensile force of the metallic belt plate W becomes excessive, or generation of a braking flaw because the tensile force becomes too small, can be avoided.
