PROBLEM TO BE SOLVED: To improve the working efficiency while obtaining a high quality of a worked surface, by using minute abrasive grains in a fixed abrasive grain work tool. SOLUTION: As a fixed abrasive grain work tool, an aggregation (the secondary particle powder) made by aggregating minute primary particles such as a colloidal silica, and a fumed silica, is used in the abrasive grains. As a result, the polishing efficiency improving effect to generate a new cutting edge constantly by breaking the aggregation surface to be the abrasive grains in the grinding and polishing, and a merit to maintain the surface smoothness and a high quality of the worked object by the function of the minute primary particles, are obtained.
