PROBLEM TO BE SOLVED: To remove endocrine disrupting chemicals to a low concn. in a short time by separating water containing endocrine disrupting chemicals through a membrane to permeate the endocrine disrupting chemicals to the permeated liquid side and then decomposing the endocrine disrupting chemicals in the permeated liquid. SOLUTION: The liquid 5 to be treated is supplied from a water supply passage to a membrane separation device 1 which is divided into a permeated liquid room 1a and a non-permeated liquid room 1b, and then separated by a separation membrane 2. In this stage, exogenous endocrine disrupting chemicals such as dioxins, polybiphenyl chlorides, polybiphenyl bromides, org. compds. such as hexachlorobenzene are permeated to the permeated liquid side. Then an oxidizing agent 9 is added to the permeated liquid 7 and the liquid is supplied to an oxidizing decomposing tank 3 and passed through a catalyst layer 4 to oxidize and decompose the exogenous endocrine disrupting chemicals to convert into harmless substances. The nonpermeating liquid which does not permeate the separation membrane 2 in a concentrated state with other substances is discharged from the nonpermeating liquid room 1b through a separation liquid discharge passage 6.
