PROBLEM TO BE SOLVED: To provide a surface treating agent capable of forming a photocatalytic thin film stably and in a short time on the surface of the base material liable to be oxidized with a photocatalyst or on the surface of the base material whose surface has the tendency to repel a coating and to provide a forming method of the photocatalytic film using the surface treating agent. SOLUTION: A silica film is formed by irradiating the surface of the photocatalyst film side of the layer formed by applying the surface treating agent for forming the photocatalytic film on the surface with UV rays to oxidize by photocatalytic reaction after treating the surface with the surface treating agent for forming the photocatalytic film containing perhydropolysilazane, moreover, after applying a photocatalyst coating liq. thereon. And an hydrophilic silica film is obtained by allowing the surface to react with heated water molecule after applying the surface treating agent.
