PROBLEM TO BE SOLVED: To realize this fail-safe function by the thin and small electric power consumption constitution by always imparting brake force in a nonexciting state even when an armature, an armature actuating spring and a coil are damaged. SOLUTION: A spring type nonexcitingly actuating electromagnetic brake is composed of an outer yoke 11, an inner yoke 12, a magnetic pole body composed of a connecting body 13 of a nonmagnetic substance, an exciting coil 14 housed in this magnetic pole body, a first armature 16 and a second armature 17 being actuating bodies respectively slidingly arranged in the shaft direction on both sides of the outer yoke 11 and the inner yoke 12, first/second armature actuating springs 18a, 18a' and 19a, 19a' installed so as to press-fit the first/ second armatures 16, 17 opposed to the outer yoke 11 and the inner yoke 12, a pair of fixing bodies 20, 22 ; 23, 24 and a rotary shaft 21. A brake releasing mechanism of manual operation is composed of a first pin, a second pin, a lever and an operation body.
