PROBLEM TO BE SOLVED: To certainly eliminate cuttings by forming a micro connection part between cuttings and a plastic film and sending both cuttings and plastic film connected to each other and further, tearing the cuttings off. SOLUTION: Cuttings 4 are connected to a plastic film 2 with a microconnection part 11, and when the plastic film 2 is cut, a pulley 15 is pushed down to close an upper and a lower belt 12, 13 and then a plastic bag 1 is sent by the upper and the lower belt 12, 13, 14 to be discharged. After that, the cuttings 4 and the plastic film 2 are sent by a feed roller 5 in such a state that both cuttings 4 and film 2 are connected together. That is, after the plastic bag 1 is discharged, the pulley 15 is pulled up and the upper and the lower belt 12, 13 are opened to send the plastic film 2 using the feed roller 5. Further, at the positions of pulleys 16, 17, the upper and the lower belt 12, 13 are connected to each other and the cuttings 4 are held by the belts 12, 13 to be torn off and fed.
