PROBLEM TO BE SOLVED: To improve startability by starting a starter after it is judged that an opening/closing valve in an intake passage is in a fully closing position, when an operation for rotating the starter is performed, in a device wherein the intake passage is closed at the time of start to improve negative pressure in an intake pipe, and fuel is atomized. SOLUTION: When an ON-position signal is inputted from an ignition switch 17, a process for reducing an opening TA of an electronic throttle valve (an opening/closing valve) 3 for a prescribed opening Tai is performed by an ECU 10 so as to control a throttle valve 3 in the closing direction. When an ignition switch 17 is in a starter position, it is judged that the opening TA of the throttle valve is zero, namely, it becomes a fully closing condition from a value detected by a throttle opening sensor 5. In the case where the judgment is 'YES', a starter signal ST is outputted to a starter driving circuit 20, the starter 19 is driven, and cranking is carried out so as to stably start an engine 1 while supplying atomized fuel.
