PROBLEM TO BE SOLVED: To realize dot density of multi-gradation by forming a plurality of dots on a recording medium with respect to respective through-holes and equalizing the densities of respective dots. SOLUTION: In an image forming apparatus wherein first voltage for energizing the developer 18 held on a developer carrier 12 toward a back electrode 20 is applied to an indivisual electrode 36 from a controller to allow the developer 18 to fly through an orifice 34 to bond the same to the recording medium 28 present between a partition wall 26 and the back electrode 20 and second voltage altering the flight direction of the developer 18 is applied to a deflection electrode 40 to change the bonding position of the developer 18 on the recording medium, either one of the applying time and magnitude of the first voltage is set so as to be made different corresponding to the bonding position of the developer 18.
