SOLUTION: A washing brush 56 is rotated and at the same time, a pedal is operated, thereby a motor 32 is started. As a result, a first pulley belt 36, a first pulley 30, a rotary driving shaft 26, and a cone rotating shaft 24 are rotated and a color cone 38 is also rotated. The rotation of the motor 32 is transmitted to a pump pulley 72 through a motor pulley 34, the first pulley 30, a second pulley 74, and a second pulley belt 76 to operate a pumping means 70 and to send washing water W of a washing water tank 66 to a tip part spout 68b and to feed it to the outer side face of the color cone 38. Since in this state, the color cone 38 is rotated, the washing water is fed to the outer side face thereof, and the washing brush 56 is abutted on the outer side face, washing is performed.
