PROBLEM TO BE SOLVED: To provide a fresh water maker and a fresh water production method that can be operated at a low cost and with high reliability, while deterioration of the quality of transmitted liquid caused by proliferation of bacteria is prevented, and also not causing a problem of noises. SOLUTION: An activated carbon cartridge 2 is provided on the front stage of a fresh water making cartridge 4. A water feed valve 11 is connected to a raw water inlet of the activated carbon cartridge 2. A bypass piping 13 is connected so as to bypass the water feed valve 11 and the activated carbon cartridge 2, and a bypass valve 12 is inserted into this. A flushing valve 9 is provided on a concentrated water takeout piping 7 of the fresh water making cartridge 4, and an UV ray sterilizing lamp 55 is provided on a transmitted water takeout piping 5. The bypass valve 12 is opened in a specified timing, and raw water containing residual chlorine is fed to the fresh water making cartridge 4. Also, the flushing valve 9 is opened with a specified timing, and the fresh water making cartridge 4 is flushed.
