PROBLEM TO BE SOLVED: To smoothly swing/stop a swing member by controlling a swinging speed at swinging time with a simple structure. SOLUTION: This swing member 4 and a brake member 5 are rotatably journalled to a base body 2 with a common support shaft 11 as a fulcrum, a shaft hole of the support shaft arranged in the swing member is formed as a long hole, an elastic member (a coil spring 20) is housed in this long hole, one end is allowed to abut to the support shaft, the other end is allowed to abut to an end part of the long hole, the swing member is always energized backward by elastic repulsive force of the elastic member, and when swinging to a prescribed position, a fitting part (a short pipe member) arranged in the rear part is formed so as to fit to a fitting receiving part (a through hole) arranged in a base body, a brake member is arranged so that the swinging speed is controlled by frictional force, and is formed so as to interlock with the swing member.
