PROBLEM TO BE SOLVED: To provide a fresh water maker and a fresh water producing method that always produces a sufficient quantity of treated liquid without causing overflow of the treated liquid from a treated liquid storage tank, and is operated with high reliability at a low cost and also not causing a problem of noises. SOLUTION: An activated carbon cartridge 2 is provided on the pre-stage of a fresh water generation cartridge 4, and a water feed valve 11 is provided on a raw water inlet of the activated carbon cartridge 2. A bypass piping 13 is connected to bypass the water feed valve 11 and the activated carbon cartridge 2, and also a bypass valve 12 is inserted. A flushing valve 9 is provided on a concentrated water takeout piping 7 on the fresh water making cartridge 4, and a transmitted water-takeout piping 5 is connected to a transmitted water storage tank 200 provided with a level detector 150. Based on a state of the output of the level detector 150, a control device 201 controls opening and closing operations of the water feed valve 11.
