PROBLEM TO BE SOLVED: To provide an elastic roller and a manufacturing method thereof causing no flaw and stain of a surface and a heat fixing device using the elastic roller, improving a flaw and a stain of a pressurizing roller surface in an initial stage and reducing a stain by sticking of toner. SOLUTION: In an elastic roller having an elastic layer 22 on the outside of a support 21 and a mold separable layer 23 on the outside of the elastic layer, a lubricating particle is applied to a surface of the mold separable layer, the particle size of the lubricating particle is 1 to 10μm, and for example, a lubricating resin particle such as a silune particle is suitable. The elastic roller is used as a pressurizing member of a heat fixing device for fixing an unfixed toner image on a recording material as a permanent image by passing an unfixed toner image-formed recording material between nips maintained at a prescribed temperature between a fixing member 10 and a pressurizing member 20.
