PROBLEM TO BE SOLVED: To improve watertightness, and to maintain the fluctuation of a diversion ratio due to the variation of a water level at a small value by a method wherein a wire winding section is installed to the left from the upstream side and a winding section for a door body to the right, an opening is adjusted by moving the door body in the horizontal direction and the door body is contact-bonded by a pushing section for cutoff. SOLUTION: Heavy-duty canvas is incorporated to a rubber in the main body of a rectangular door body 6, and the main body is composed of vertical projections reinforced by stainless-steel bars attached at regular intervals, a stainless thin band, to which a roller for a guide section 7 collides, and a stainless thin band, to which a horizontal roller for a spacer collides, and is rigid in the vertical direction and flexible in the horizontal direction. The door body 6 is wound on a wind-up drum and housed in a box when a drum for a door-body winding section 5 is rotated in the counterclockwise direction, and the door body 6 is brought to the state, in which the door body is stretched between a winding section 4 for a wire and the winding section 5 for the door body, when the drum is turned in the clockwise direction. The door body 6 is moved in the horizontal direction and an opening is adjusted, and the door body 6 is contact-bonded by a pushing section 9 for cutoff.
