PROBLEM TO BE SOLVED: To obtain the subject device capable of reducing a shock on an operation for upward or downward moving a work section, thereby improving the feeling of the operation, by disposing a specific surge pressure-absorbing device in a hydraulic circuit for upward or downward moving the work section with the hydraulic pressure. SOLUTION: A surge pressure-absorbing device 3 for absorbing a surge pressure on the upward or downward movement of a work section is disposed in a hydraulic circuit 2 for upward or downward moving the work section with the hydraulic pressure. The surge pressure-absorbing device 3 for absorbing the surge pressure on the upward or downward movement of the work section can be disposed in the hydraulic circuit 2 having a reaping upward or downward movement electromagnetic valve 4, a reaping upward or downward movement cylinder 5, etc., for upward or downward moving a reaping device as the work section. When the reaping upward or downward movement cylinder 5 is expanded or contracted by the action of the reaping upward or downward movement electromagnetic valve 4 for a fine ON time, e.g. for about 40 millisecond, an instantaneously generated surge pressure can be absorbed by the in-line type surge pressure-absorbing device 3 disposed in the hydraulic circuit 2.
