The system has an absorber element (42) on the room side of the thermal insulation coating (44) with an absorption storage arrangement (40) or similar with a pipe system connected to a heat pump (12). The absorption storage arrangement is connected at both ends to a salt water circuit (18,19) of at least one earth absorber or air-coupled solid absorber (20). An Independent claim is also included for a method of controlling the temp. of rooms with at least one outer wall with a heat insulating coating.
