The device includes a portable apparatus for receiving and contacting a chip card. An input device is provided for input of authentication data. A chip card contains one or more functions which require unblocking to run. A checking and unblocking component installed in the chip card determines the veracity of the authentication data. The device is formed as a pocket chip card reader. An Independent claim is included for a method of releasing chip cards.
