PURPOSE: An apparatus and a method for managing Internet traffic capable of dividing service quality are provided to discriminatively process IP packet when applied to a router or a node system of super-speed information network by dividing input packets by class, processing the packets according to a traffic management policy and outputting through differentiated scheduling, thereby efficiently supporting the real time Internet application and IP based application of wide band. CONSTITUTION: Traffic speed of a packet provided in a service dividing part(12) is measured in step S301. Whether the result of the step S301 observes predetermined service rules or not is determined in step S302. If the service rules are observed, whether a jitter added from the network should be absorbed or not is determined in step S307. If the jitter should be absorbed, the corresponding packet is buffered for absorbing the jitter component in step S308, whether a header code conversion is required or not is determined in step S309 since a header code used in a domain and a header code of input packet are different. If the header code conversion is required, the header code converted to the corresponding header code.
