PURPOSE: A foaming material and a producing method thereof are provided to have high elastic force and flexibility while containing waste synthetic resin particles by mixing a viscous liquid of binder and additional agent to the waste synthetic resin in a certain ratio for being bridged and foamed at high pressure and temperature. CONSTITUTION: A viscous liquid is formed by 20.0-80.0wt% of polyvinyl chloride with over 95% of purity, 20.0-80.0wt% of plasticizer, 0.1-10.0wt% of foaming material, and 0.1-10.0wt% of stabilizer. Then, 10.0-50.0wt% of the viscous liquid is mixed with 50.0-90.0wt% of waste synthetic resin having average diameter for 0.3-15mm. The mixture is coated on the surface of the waste synthetic resin for being heated in a mold at a high pressure and at a temperature of 120-300°C for 10-120 minutes. Moreover, the mixture is bridged and foamed to complete a foaming material containing the waste resin particles.
