PURPOSE: An apparatus for withdrawing lead wire is provided to smoothly withdraw without the tangling or entangling of the lead wires, thereby preventing a withstand voltage failure due to the failure of the lead wire. CONSTITUTION: An apparatus for withdrawing lead wire comprises: a withdrawing bar(63) having a withdrawing ring(64) formed at one end into which a wound lead wire around a bobbin is introduced; a mounting plate(60) mounted on the bobbin and into which a bearing is inserted therein and through which a mounting projection is perforated and fixed; a shaft(68) axially and rotatably inserted into the bearing of the mounting plate; a fixing member(76) fixed to the shaft and for holding the withdrawing bar such that the withdrawing bar is rotated depending on the rotation of the shaft; and a rotation control unit for controlling the rotation of the shaft using the frictional force.
