PURPOSE: An apparatus and a method for assigning variable signal channel in a mobile communication system is provided to simply synchronize the signal channel between a base station controller and a mobile switching center by an operator command without whole change of software or restarting. CONSTITUTION: A BSM(Base Station Management)(10) manages an operator command of a base station controller. A configure resource management block of a CCP(Call Control Process) is connected with the BSM for changing the value of a common database, killing run the related block, and commanding the change of a signal channel. The other block(30) of the CCP is connected with the configure resource management block. An E-1 link management block of a TSB(Trans Select Bank)(40) is connected with the configure resource management block for changing the signal channel. A controller input-output channel(50) and an exchange input-output channel(60) are connected with the E-1 link management block to be a control target of signal channel change.
