PURPOSE: An apparatus for controlling a sound volume by using an active noise control technique is provided to reduce a volume of a speaker's voice listened by others around the speaker by outputting a voice signal of the speaker after converting a phase of the signal by an angle of 180 degree. CONSTITUTION: An apparatus for controlling a sound volume by using an active noise control technique includes a voice measuring part(10) for sensing a voice signal of a speaker, a control part(20) for analyzing the signal measured by the voice measuring part to generate a signal of which a phase is converted by an angle of 180 degree from the voice signal of the speaker, and a second sound source generating part(30) for emitting the signal generated by the control part to overlap with the voice signal of the speaker for reducing a sound volume.
