The angle of contact of the surface protective layer (1) with respect to water is not less than 80 DEG and the volume resistivity of the surface protective layer (1) is not less than 10<13> OMEGA .cm at a temperature of 20 DEG C and a relative humidity of 90%. <IMAGE>
