PURPOSE: An apparatus for improving image quality maintaining brightness of an input image and method for doing the same are provided to estimate brightness deviation priory. CONSTITUTION: An apparatus for improving image quality maintaining brightness of an input image includes a histogram equalizer and a compensator. The histogram equalizer equalizes input image expressed by predetermined number of gray levels and provides equalized output image. The comparator includes an input image average(310) and an output image average(312). The input image average(310) calculates the average value of the input image. The output image average(312) calculates the average value of the output image. The compensator compensates the difference between the input and the output averages.
