PURPOSE: An apparatus and a method for processing a signal protocol to verify a mobility of an international mobile telecommunication (IMT) exchange are provided to verify the mobility of the exchange without an additional network element, and utilize the exchange for an asynchronous transfer mode (ATM), by developing the mobilities of a mobile terminal and a base station with integration. CONSTITUTION: If a message for a mobility and terminal access controls is received (111), it is determined to be valid (112). If the message is not valid, an error process is performed (113), and otherwise a transaction identifier and terminal managing message are generated (114) prior to transmission to an ATM mobile exchange (121).
