PURPOSE: An adjustment device of illumination and rotation angle for a headlight, and the method is provided to give a driver a broad view during a driving of night and cloudy weather by automatically adjusting illumination and rotation angle for a headlight. CONSTITUTION: An adjustment device of illumination and rotation angle for a headlight, and the method comprises: a CCD camera (100) to photograph the forward of a vehicle; a light sensor (110) to sense illumination around a vehicle; a control unit (120) to output a first control signal to adjust rotation angle of a headlight by confirming existence of other vehicle through the CCD camera, to output a second control signal to adjust illumination of a headlight by confirming an illumination input from the light sensor; an adjustment unit of illumination and rotation angle (130) to adjust illumination of a headlamp according to the second signal from the control unit, to adjust direction of irradiation of a light according to the first signal from the control unit.
