PURPOSE: A method for formatting an optical recording medium is provided to replace a PDL(primary defect list) for an SDL(secondary defect list) entry requiring a long time for linear replacement while formatting. CONSTITUTION: An overflow while moving defect information registered in an SDL to a PDL is calculated. After deciding the overflow, the times for the linear replacements of each defect block which is registered in the SDL, are calculated. Then, the SDL entries are arranged according to the lengths of the times. And the information about the defect blocks registered in the SDL is moved to the PDL. If the overflow is not decided, the entire defect information registered in the SDL is moved to the PDL.
