PURPOSE: A method for controlling a traffic of an available bit rate in a point-to-points connection is provided to offer an impartial service regardless of the distance of a receiver and reduce a loss rate of cell at the receiver, by enabling a switch to search overflow information in a resource management(RM) cell and dynamically controlling a rate of the cell transmission from a switch to a lower part, when an overflow occurs at the lower part. CONSTITUTION: If each switch receives a reverse direction RM cell from a lower part(S21), it relays the received RM cell to an upper part(S22) and checks whether the lower part goes under the overflow state by searching a congestion indication field of the RM cell(S23). If the overflow state does not occur, the switch returns a switched allowed cell rate(SACR) to a switched peak cell rate(SPCR)(S26). If the overflow state is detected, the switch determines whether the data stored in its buffer is not more than a lower switch threshold(S24). If the data stored therein is more than, the switch returns to the S21, and otherwise the switch buffers the cell transferred from the upper part and adjusts the SACR for the lower part to be lowered(S25).
