PURPOSE: A driving system for winding a steel cord is provided to continuously perform entering, winding and discharging actions by guiding a spool combination body a certain section while an empty spool moves to a section where the plural spool combination bodies assembled between middle face plates are set up. CONSTITUTION: By finishing a winding work around a spool combination body, the spool combination body slowly moves, and an inducing roller(501) returns to the initial state. A spare steel cord(500) is wound up twice around an inducing groove formed at the edge of a side plate. Thereafter, a cutter(600) is moved to the steel cord side by a mobile device(602), and the steel cord is contacted with an electrode rod(601). Herein, when power is fed to the electrode rod and the steel cord is cut, cylinders(402,403) of a main shaft stand(401) and a tail stock(400) move to the outside and release the installation state of the spool combination body. Further, a bobbin lift(200) closes a drawing out hole(302) by moving the mobile plate(204) to the lower side with the cylinder(212). Thereby, the spool combination body is not dropped into the drawing out hole(302) and is discharged through a discharging device via the mobile plate (302) of a supporting stand(201) while the bobbin lift is descended to ascend the spool combination body to the drawing out hole.
