PURPOSE: A method of formatting an optical recording medium is provided to continue a user area without regard to formatting. CONSTITUTION: One of inner/outer spare areas are slipped if one of the areas must be active as the area is all assigned. After the slipped spare area is vanished completely, the other one is slipped and the slipping is created in a direction of securing continuity of a user area. Thus, an optical recording medium where the spare areas are assigned, secures the continuity of user area all the times without regard to before and after formatting.
