PURPOSE: A method for cooling and heating a steering wheel of a vehicle is provided to cool or heat a steering wheel by providing a thermal line and a circular pipe for providing cooling and heating the steering wheel, so that a driver handles the steering wheel comfortably and safely without sliding of hands due to sweat in hot summer season. CONSTITUTION: A method for cooling and heating a steering wheel of a vehicle includes a circular pipe installed in the steering wheel for introducing cooling and heating to the steering wheel, a thermal line attached on a surface of the steering wheel for supplying heat, a power supply, a button for supplying and shutting off the introduction of the cooling and heating air and a lamp for representing operation of the cooling and heating of the steering wheel with different colors.
