PROBLEM TO BE SOLVED: To smoothly operate irrespective of a size of rotating radius of a rotating member at the time of carrying out a pump pressure control of a hydraulic pump at rotation of the rotating member as inertial load, and to realize a manufacture at low cost with simple construction. SOLUTION: An auxiliary spool 72 as a throttle valve capable of adjustment of a flow by means of external signal is disposed parallel to a operation spool 54 and between an upstream side bypass passage 66 and a downstream side bypass passage 68b which constitute a center bypass passage opposite to an operation spool 54 of a directional control valve 50. A bypass bleed notch 13 is provided to the auxiliary spool 72 to operate the auxiliary spool 72 by means of pilot signal pressure.
