PROBLEM TO BE SOLVED: To provide a floor heating device capable of easily partly heating, reducing its running cost and further providing no fear of electric leakage. SOLUTION: The floor heating device 24 having a preformed flat plate comprises a surface layer (first surface layer) and a heat insulator layer. In this case, a heating medium flowing piping 32 is distributed substantially entirely substantially brought into contact with the first layer and embedded in the layer 30. The piping 32 has at least a pair of heating medium exists/entrances 34, 36, which are connectible to exits/entrances 34, 36 of the other floor heating device 24 or heating medium supply/return pipings 38, 40 through quick connectors 42.
