PROBLEM TO BE SOLVED: To easily confirm whether or not violation is in existence in a device registered in an EMD system. SOLUTION: Each device registered in an EMD system stores a registration list. For example, in the case that charging processing is failed, 'limitation' is set to 'state information' of the registration list of the device. In this case, the device can execute utilization processing of contents having already been purchased but the processing to purchase new contents cannot be executed. When any violation act is found out in the device, 'stop' is set to the 'state information' of the registration list of the device and the operation of the device is stopped.
