PROBLEM TO BE SOLVED: To provide both a method for treating garbage capable of promoting the fermentation and making the conversion of garbage into a fertilizer effective in a secondary treating step by setting a primary treating step for separating water from the garbage and solidifying the resultant garbage and the secondary treating step for converting the separated solid substance into the fertilizer and a system for conversion into the fertilizer. SOLUTION: This system for converting garbage G into a fertilizer is provided with a primary treating step 70 for charging a garbage G together with a fermentation raw material K into the interior of a closed box device having drainage holes 12 and an opening and closing port 14 and separating and discharging a liquid component W from the drainage holes 12 while fermenting and aging the garbage G for several days and a secondary treating step 72 for charging a solid substance T in the primary treating step 70 into a closed chamber 19 having rotating blades 26 rotating at a low speed and producing a semidried granular solid treated substance U. The primary treating step for the garbage can be preconducted at each home to promote rapid aerobic fermentation in the secondary treating step. Thereby, the conversion of a large amount of the garbage G into the fertilizer can be realized in the system for converting the garbage G into the fertilizer of the extremely simple steps.
