PROBLEM TO BE SOLVED: To efficiently remediate polluted soil collectively present in a relatively deep position by preliminarily excavating and removing the surface layer of the ground up to the depth of soil to be cleaned and injecting a chemical soln. in the soil to be cleaned under the surface exposed by excavation and removal to clean and inamobilize the soil. SOLUTION: A ground surface portion where polluted soil is not present is excavated from ground surface 10 over a predetermined distance (e.g.; about 5 m) by a civil engineering machine such as a backhoe to lower the ground to a level just close to a portion where polluted soil 15 is present. A slope 16a for the entry from ground surface is provided to a part of the excavated ground 16 to allow a disassembled agitating machine 18 and an assembling crane 19 to enter to remediate the soil 15. That is, a chemical soln. is injected into the portion where polluted soil is contained up to depth 20 under agitation. The soil within the excavated range near to the surface layer of the ground is again returned to the excavated portion without performing the addition of water or the like or agitating work. Therefore, the bearing power of soil of ground surface is not lowered and the remediation thereafter can be easily performed.
