PROBLEM TO BE SOLVED: To provide a coated steel plate in which a thick coating film can be formed without using a vinyl chloride resin and which has high scratch resistance and corrosion resistance and has improved machinability and weathering properties as well. SOLUTION: On a steel plate plated with zinc or aluminum, to which a leveling treatment (zinc phosphate treatment, chromate treatment etc.), is applied, a leveling coating film having a thickness of 10-80μm is formed from a coating material containing a polyamine, a block isocyanate, nonvolatile matters, and a chromate rust proof pigment of 5-50 wt.% with respect to the total amount of the polyamine, block isocyanate and nonvolatile matters, following which a face coating film having a thickness of 15-30μm is formed from a fluorine plastic resin, in which at least one kind of fillers of 1-20 wt.% with respect to the total amount of nonvolatile matters selected from the group consisting of glass fibers, alumina fibers, a boron nitride, and thermoplastic resin beads may be contained.
