PROBLEM TO BE SOLVED: To prevent vibration by pressing a brake lever against a guide part when no load is applied to a wire and to prevent sliding noises by detaching the brake lever from the guide part when load is applied. SOLUTION: When no traction force W is applied to a brake wire 23 as a no-load mode (during anti-braking), as shown in solid lines, a spring 24 slantly stretched between the brake wire 23 and a brake lever guide 21 brings an operating arm 17b of a brake lever 17 into contact with a guide face 21c of a guide part 21b to prevent vibration of the brake lever 17 in the no-load mode. When traction force is applied to the brake wire 23 as a load-applied mode (during braking or unlocking the brake), as shown in chain double-dashed lines, the traction force against spring force of the spring 24 rotates the operating arm 17b of the brake lever 17 with separating from the guide part 21b to prevent the operating arm 17b from sliding on the guide part 21b and making sliding noise between the operating arm 17b and the guide part 21b.
